process of developing recommendations for an overdue revitalization at Lake Anne.
On the controversial park-and-ride issue, the details of the plan were kept secret
because that is how the law is written, not because Hudgins was trying to hide
something. In the end, the citizens got what they wanted and the proposal was
denied.
